RAWALPINDI: A district-level performance monitoring system has
been implemented to bring the Rawalpindi district administration under
continuous and direct monitoring, under which a 25-member special monitoring
force.
Deputy Commissioner Rawalpindi Dr. Hassan Waqar Cheema said that
this system has been introduced on the clear instructions of the Chief Minister
of Punjab to improve public service delivery, strengthen accountability, and ensure
prompt redressal of public grievances.
According to Dr. Cheema, “Our goal is immediate response to
complaints, speedy resolution of issues, and strict field-level monitoring
across the district.”
He said that a 25-member force has been formally constituted
and the provincial government has provided them with motorcycles so that they
can easily reach streets, hospitals, public places, and service delivery
points. The monitoring teams will identify open manholes, stray dog hazards,
poor sanitation, unavailability of medicines in hospitals, patient complaints,
and other civic issues and report them immediately.
A Monitoring and Compliance Cell has been set up under this
system, which is headed by the Assistant Commissioner (Human Resources). The
field teams will submit their reports every evening, which will be sent to the
concerned departments the next day for action.
According to the Deputy Commissioner, the concerned
departments will be required to submit a detailed report within two to three
days, after which the teams will visit the spot again to verify the resolution
of the issue, and the report will be sent to Lahore immediately.
Referring to the initial results, he said that dangerous
manholes have been closed in many areas, medical facilities have improved in the
tehsil headquarters hospitals, and the cleanliness situation in cities, towns,
and villages has improved significantly.
He said that KPIs are numerical and practical measures
through which the performance of the district government, use of resources, and
implementation of development projects are being effectively evaluated.
Through this system, the performance of various sectors,
including education, health and administration, will be monitored through
online platforms to ensure transparency and continuous improvement.
