Prime Minister Shehbaz Sharif on Wednesday, directed to formulate comprehensive and effective recommendations to evaluate the performance of
federal secretaries, empasizing that recognition and appreciation of officers demonstrating
good performance were essential for the overall improvement of the civil services.
Chairing a meeting to review proposed civil services reforms and recommendations for a
performance evaluation system in ministries, the prime minister said reforms were
indispensable to align Pakistan’s civil service with international standards and global best
practices.
He instructed the relevant committee to finalize evolutionary yet effective and comprehensive
reform recommendations for the national civil service at the earliest.
He further directed that recommendations be prepared for a system linking promotions,
financial benefits, and other facilities to a comprehensive performance evaluation of officers.
The prime minister said the objective of civil service reforms was to ensure visible improvement
in the lives of the people through effective public service delivery and provision of facilities.
He added that comprehensive civil service reforms aimed at economic prosperity, social
harmony, development, and progress were among the government’s top priorities.
The prime minister directed that meaningful consultations be held with stakeholders from the
civil administration, all services, and cadres as part of the proposed civil service reforms.
He noted that the civil service was the backbone of governance and public welfare in any
country.
The prime minister further directed that special recommendations be formulated to align
officers’ performance and competencies with contemporary requirements and global
standards.
He said the committee established for civil service reforms should propose practical and
sustainable recommendations that should also be capable of ensuring effective public
facilitation.
The committee constituted for civil service reforms briefed the prime minister on the
consultations held so far and the recommendations prepared to date.
The meeting was attended by Deputy Prime Minister and Foreign Minister Mohammad Ishaq
Dar, Minister for Finance Muhammad Aurangzeb, Minister for Planning and Development
Ahsan Iqbal, Minister for Climate Change Musadik Malik, Minister for Law Azam Nazeer Tarar,
Minister for Economic Affairs Ahad Khan Cheema, Special Assistant to the Prime Minister
Haroon Akhtar, Chief Secretaries of all provinces, and other relevant government officials.
