The Supreme Court of Pakistan has given a historic and
far-reaching decision to end the colonial mindset in the police system. The
Supreme Court has made it clear that the SHO is a servant of the people, not
the people are servants.
In its 19-page written decision, the Supreme Court has
ordered the police to behave with equality, respect and within the
constitutional framework with citizens. The decision has made important reforms
related to the registration of police applications and FIRs.
The court has directed the police to prohibit the use of
words such as “Sir” in applications, as they reflect a colonial mindset. From
now on, only “Mr. SHO” will be written in applications.
Similarly, the use of the word “complainant” for a citizen
in police proceedings has also been banned, while the citizen will be called
“informant” so that he cannot be shown as seeking mercy or favor.
The Supreme Court has termed the delay in registering an FIR
as a serious legal violation and said that if any police officer delays
registering an FIR without justification, legal action and a case can be
registered against him.
The decision has said that the job of the police is not to
rule over the people but to serve the people and protect their fundamental
rights. The court emphasized that state institutions will have to completely
eliminate colonial thinking in their behavior with citizens.
According to legal experts, this decision is a big and
revolutionary step towards reforms in police culture and the protection of
civil rights.
