ISLAMABAD: Serious allegations of corruption, nepotism,
alleged misuse of authority, illegal recruitment, dubious promotions and
financial irregularities have been brought against Director Administration ICT,
Mrs. Rabia Aurangzeb. A detailed application containing these allegations has
been sent by Riaz hanif Rahi, Chief Executive of The Jurists Foundation of
Pakistan, to Federal Secretary Establishment Division.
According to sources, taking action on the complaint, the Finance
Division has summoned Advocate Hanif Rahi on June 24 along with relevant
records and documentary evidence, to examine the allegations.
The petition has alleged that during her previous tenure,
Rabia Aurangzeb had appointed a Lower Division Clerk (LDC) named Waqar Hussain
as a Labour Inspector (BS-14) against the rules and promoted him to the post of
Labour Officer (BS-16) within just 21 days. According to the complaint, Waqar
Hussain had worked as Rabia Aurangzeb’s reader in the past, due to which he was
given extraordinary benefits.
The complaint further claims that several appointments from
Grade 4 to Grade 15 in the Chief Commissioner’s Office, Islamabad, were
allegedly made against merit. According to the petitioner, these appointments
were made to the close relatives, relatives and relatives of the officer and
already appointed government employees. The complaint also claims that the two
candidates who were recruited are siblings and belong to Azad Kashmir, while
the said officer is also said to belong to the same region.
Another serious allegation in the petition is that while
holding the additional charge of Secretary Cooperative Societies, financial
benefits were allegedly obtained in the decisions of appeals and review
petitions related to various housing societies. The complaint also names
Federal Employees Cooperative Housing Society (Jinnah Garden), Civilian
Cooperative Housing Society (Swan Garden), Atomic Energy Employees Cooperative
Housing Society and Ministry of Commerce Employees Cooperative Housing Society.
The petitioner has alleged that an inquiry into alleged
misappropriation of over Rs 80 million in the District Zakat Office of
Islamabad had proved the allegations against some officers and the Interior
Ministry had also endorsed the report, however, Rabia Aurangzeb allegedly
suppressed the file and posted the concerned officers as Assistant Directors in
the Chief Commissioner’s Office, where they are part of her close team.
The petition also states that Rabia Aurangzeb allegedly lost
or disappeared records related to land and payments during her tenure as
Additional Deputy Commissioner (Revenue) and Land Acquisition Collector.
According to the complaint, Waqar Hussain was also allegedly involved in this
matter and it was a major scam.
According to another allegation, during her posting in the
Federal Government Employees Housing Authority (FGEHA), she allegedly used the
funds of the members of the authority for personal use. The petition claims
that the National Accountability Bureau (NAB) had also initiated action in this
matter, but the money was later returned.
The petitioner has also raised the point that Rabia
Aurangzeb has not held any prominent posting outside Islamabad during her
entire civil service. According to the record, she has held important posts in
the Islamabad Capital Territory four times, including Assistant Commissioner,
Additional Deputy Commissioner, Deputy Secretary ICT and her current post of
Director Administration.
The complaint further claims that the said officer holds
dual citizenship of Pakistan and Canada and records of her multiple visits to
Canada can be obtained from her leave records. The petitioner, citing the
Supreme Court judgment PLD 2019 SC 133, has taken the stand that the cases of
government officers holding dual citizenship should be specially examined,
especially when they are appointed to sensitive positions.
Riaz hanif Rahi has claimed in his letter that he has
documentary evidence and witnesses in support of all the allegations, which can
be presented during any formal inquiry. He has demanded from the federal
government to conduct a transparent and impartial investigation into the
allegations and take action against the perpetrators as per the law.
