In
a sweeping administrative reshuffle, the Federal Board of Revenue (FBR) has
announced transfers and postings of a large number of Pakistan Customs Service
officers from BS-17 to BS-20, with immediate effect, reflecting a wide-ranging
effort to reorganize key formations across the country.
Among
the senior officers, Ms. Muneeza Majeed has been posted as Director of IPR
Enforcement (South) in Karachi, while Ms. Zahra Haider has been assigned as
Director at the Directorate of Transit Trade Headquarters in Karachi. Mr.
Junaid Ahmed Memon has been transferred as Collector of Customs (Appeals) in
Karachi, and Dr. Karam Elahi has been posted as Director of Intelligence in
Peshawar. Mr. Azood-ul-Mehdi has been appointed Director at the Directorate
General of Law and Prosecution in Islamabad, while Mr. Muhammad Raza has been
posted as Chief at FBR Headquarters. Mr. Muhammad Saeed Asad has been assigned
as Director (OPS) at IPR Enforcement (Central) in Lahore, and Mr. Muhammad
Rashid Munir Siddiqui has been posted as Director (OPS) at the Directorate General
of Transit Trade in Karachi. Mr. Rizwan Mahmood has been appointed Collector
(OPS) of Customs (Exports) at Port Muhammad Bin Qasim, Karachi, whereas Mr.
Yousuf Ali Khan Magsi has been posted as Additional Collector at IOCO Karachi.

Further
reshuffling among BS-19 officers includes Mr. Shahid Jan, Mr. Mushtaq Ali
Shahani, Mr. Wajid Ali, Mr. Shakir Muhammad, Mr. Riaz Hussain, Mr. Muhammad
Faisal, Mr. Shams-ur-Rehman, Mr. Mahmood Ur Rahman Khattak, Mr. Mohammad Rehan
Akram and Mr. Naveed-ur-Rehman, all of whom have been assigned new roles across
collectorates and directorates dealing with enforcement, adjudication, law and
prosecution, transit trade, valuation, and intelligence. Several of these
officers have also been entrusted with additional or look-after charges,
particularly in Quetta, Gwadar and Islamabad, highlighting operational
requirements in strategically important regions.
At
the BS-18 level, officers including Ms. Mariam Mehdi Raja, Mr. Wahaj Saghir,
Mr. Muhammad Wasif Malik, Syed Muhammad Raza Naqvi, Ms. Raissa Kanwal, Mr.
Sajid Khan, Raja Bilal Naseem, Mr. Irfan Ali, Mr. Shahzad Ali and Ms. Iqra
Shaukat have been transferred to various collectorates and directorates such as
enforcement, intelligence, IOCO, post-clearance audit and customs valuation
across Karachi, Lahore, Islamabad, Peshawar and Quetta.

Similarly,
a number of BS-17 officers have also been reshuffled, including Mr. Muhammad
Fahd Jamil, Mr. Sohail Sarwar, Ms. Aasma Sikandar, Mr. Osama Dastgir Malik, Mr.
Bakhtiar Memon, Mr. Muhammad Omer Jan, Mr. Muhammad Arslan Arshad and Ms.
Zainab Basra, who have been posted to different operational units including
customs enforcement formations, airports, export collectorates, intelligence
directorates and training institutions. Some officers have been assigned acting
charges or additional responsibilities to ensure continuity of operations in
critical areas.
The
notification further states that officers already drawing performance allowance
will continue to receive it at their new places of posting, except those
assigned to FBR Headquarters in Islamabad. All officers have been directed to
promptly report their relinquishment and assumption of charge to the FBR for
official record and necessary action.
The
large-scale reshuffle underscores the FBR’s ongoing efforts to improve
administrative efficiency, strengthen enforcement mechanisms and ensure better
resource allocation across Pakistan Customs, particularly in key areas such as
transit trade, intelligence and revenue collection.
