The recent large-scale transfers and postings in the Capital Development Authority (CDA) have sparked a new debate within the institution.
The
important question being pondered by the administrative circles and civil
society is that if the services of these officers were required for these
specific posts, then why were they removed from their posts and sent to Human
Resource Development (HRD), and now what is the logic behind their sudden
return to the same posts?
An examination
of the notification reveals that most of the 14 officers have been reassigned
to their old departments. This situation raises several serious questions.
What was
the purpose of sending them to HRD? Generally, officers are sent to HRD
(Waiting for Posting) when there are concerns about their performance or due to
some administrative necessity, they are to be removed from the field. If there
were no departmental issues against them, why was their removal disrupting
work?
Old faces,
same positions: While bringing the same officer to the same seat again and
again can be called “professionalism”, it also proves to be a hindrance in the
way of new blood and new thinking in the organization.
According to
the order issued, Wasim Sabir (BS-19) has been reassigned to the important
responsibility of Director General (E & M).
Senior
officers like Habibullah Sheikh and Sardar Khan Zimri have also been brought
back to their previous domains (Infrastructure and Water Supply).
Similarly,
officers like Rana Tariq, Abdul Fattah Maku, and Omar Sagheer, who were
reporting to HRD, are now back as ‘in charge’ in important directorates.
This
situation is no less than a major test for Chairman CDA. The public is
demanding that the administration clarify these important points.
