The Federal Investigation Agency (FIA) Anti-Corruption
Circle Islamabad has arrested Shabbir Hussain, the main agent wanted in case
no. 16/2026, from Jalalpur Bhattian, District Hafizabad, while his close
associate and alleged sub-agent Ghulam Abbas has been arrested from Chak No.
326/15-L, Tehsil Mian Channu, District Khanewal. Both the accused are accused
of arranging donors for the illegal human kidney transplant network by luring
financially weak and deserving people with a small compensation.
It is worth mentioning that the FIA had earlier
successfully conducted a similar operation in Islamabad and arrested Dr. Nadir
and his team for their alleged involvement in an illegal human kidney
transplant, against whom a formal case was registered. According to the ongoing
investigation by the FIA, the evidence obtained so far has revealed that Dr.
Nader has allegedly been involved in about 187 illegal human kidney transplants;
further investigations are underway on various aspects of this.
During the investigation, it has also come to light that through
this organized network, 6 million rupees, and in some cases up to 10 million
rupees, were collected from the recipients for each kidney transplant, while
the poor, destitute and financially challenged people who donated kidneys were
paid only a few lakh rupees and the remaining huge amount was distributed among
various members of the network.
According to the initial investigation, the arrested central
agent Shabbir Hussain, through his subordinate sub-agents, used to entice
citizens belonging to different areas of Punjab and Islamabad, especially brick
kiln workers, daily wage earners and other backward classes, to donate kidneys
by offering them small financial incentives. According to the FIA, the evidence
so far has revealed that he had allegedly provided more than 50 kidney donors
to Dr. Nader.
During further investigation, it has also been revealed that
through this illegal network, approval was allegedly obtained from the Human
Organ Transplant Authority (HOTA), a government agency related to human organ
transplantation, through fake and fraudulent documents, while the legal
approval of the relevant evaluation committee was not available at all. The FIA
is also conducting a detailed investigation into this aspect so that all the
elements involved in this fraud can be arrested according to the law.
According to the FIA investigation, Dr. Nader’s alleged
network was not limited to Pakistani citizens but was also involved in kidney
transplants of Afghan, Chinese and Saudi citizens. In this regard, forensic and
legal analysis of foreign patient records, financial transactions and other
evidence is underway.
It is also worth mentioning that the main accused Shabbir
Hussain has been booked in various circles of the FIA in the past as well,
but he managed to escape the clutches of the law enforcement agencies every
time. In the current operation, the FIA has arrested and taken him into
custody for the first time, which is being termed as an important milestone and
a major success in the ongoing national campaign against the illegal sale and
purchase of human organs. The investigating authorities believe that his arrest
will help in reaching out to more key players, facilitators and financial
backers of this organized network.
The FIA has made it clear that indiscriminate action will
continue against all those involved in heinous crimes like illegal sale and
purchase of human organs and illegal kidney transplants. The organization
reiterates its commitment that all possible legal measures will be taken to
bring all agents, facilitators, financial backers and other co-accused of this
network to justice and ensure their punishment in accordance with the law, and
that actions will continue uninterrupted until this scourge is completely eradicated.
