Pakistan decides to allow in-flight internet and mobile services

The Pakistan Telecommunication Authority (PTA) has issued a draft license for in-flight telecommunications satellite services, granting in-principle permission to provide in-flight internet and mobile services on aircraft in the country.

According to the PTA, the license fee has been fixed at $10,000, while the spectrum fee will not be applicable for the time being, however, it may be reviewed in the future. The draft license has been issued for consultation and stakeholders have been directed to submit their suggestions and recommendations by May 31.

Under the proposed framework, license holders will be allowed to provide internet and mobile telecommunications services through satellite during flights; however, the use of mobile service has been subject to an altitude of 3000 meters.

According to the PTA, the license period will be 10 years, which will also include the facility of renewal, while it will be mandatory to obtain a regulatory certificate before the start of the service. License holders will have to start the services within 12 months.

Additionally, data storage and processing in Pakistan has been made mandatory for companies, while registration of the satellite operator with the relevant authority will also be required. International bandwidth will be required to be obtained from local LDI licensees.

The PTA has also imposed conditions to ensure the privacy and security of user data, prohibit the use of unapproved telecom equipment, and provide services in accordance with international standards. In case of violation of the rules, the license can be suspended or revoked, while prior permission will be required for the transfer of the license.
