Islamabad: An important step has been taken toward
finalizing the recruitment process in the Capital Development Authority (CDA).
Ensuring the supremacy of merit and transparency, the Federal Ombudsman of
Pakistan has issued a formal directive to the CDA administration to release the
long-pending examination results and final merit lists online within the next
30 days.
According to sources, the matter began with a public
advertisement published on February 23, 2025, seeking applications for various
important regular posts, including Deputy Directors, Town Planners,
Sub-Engineers, and Building Inspectors. Thousands of qualified professionals
from across the country had applied for these posts. Transparent screening
tests were conducted under NUST in May 2025 and the final selection board
interviews were also completed smoothly in December 2025.
However, despite the completion of the selection process,
the announcement of the final result was pending for the last 5 months, during
which the candidates approached the Federal Ombudsman Secretariat for
protection of merit and legal guidance.
During the regular hearing of the case before the Federal
Ombudsman, the HRD Wing of CDA submitted a written statement, mentioning the
delay due to administrative changes.
During the hearing, it was emphasized that since all
competitive examinations and interviews had been completed by December 2025,
there was no legal justification for further delay in the results.
Considering the positive attitude of the Federal Forum and
the importance of merit, the CDA officer present at the hearing (who appeared
as a representative of the Chairman CDA, Member Administration and Director
HRD) showed generosity and withdrew the possible position of cancellation. The
said officer formally committed before the Forum that the authority would
finalize the entire process and announce the merit lists within 30 days.
The Federal Ombudsman, while addressing the complaints of
the candidates under Regulation 23(4)(a) of the Federal Ombudsman Regulations
2013, issued a final decision,
“The merit list of the candidates should be announced
immediately after the completion of the recruitment process and a compliance
report should be submitted to the Federal Secretariat within 30 days of receipt
of a copy of this order.”
After the formal order was passed on May 21, 2026, the CDA
administration is now legally and morally bound to display the merit lists on
or before June 20, 2026.
The Candidate’s Alliance has welcomed this historic decision of the Federal Ombudsman and termed it the rule of law. Since the CDA officer had formally promised to comply before the court, the candidates have high hopes that the CDA administration will fulfill its constitutional and institutional duty by uploading the merit lists by the stipulated deadline.
